They have used culling more rigorously than anyone else in the world. They place a high value on character, temperament and ridability. The German breeders would eliminate bad temperment before it establishes in a line. They keep excellent records of the results of their breeding by keeping track of the get of each breeding and its success. The goal of breeding is to improve the breed not just get another horse to maybe ride. They just do not reproduce bad movers or bad temperaments.
